The application of the Davis-Bacon and Related Acts (DBRA) to federal and federally assisted construction projects often leaves many contractors uncertain about the requirements of federal prevailing wage laws and the consequences of non-compliance. Failure to comply puts covered contractors at risk of catastrophic consequences, from losing money on contracts due to failure to understand labor costs, to high-dollar back pay and related penalties, to debarment from future federal work. This three-part webinar series seeks to help such contractors avoid these risks by educating staff responsible for DBRA compliance and administration on coverage, requirements, pitfalls, and enforcement of these laws.

Webinar One: Coverage under the Davis-Bacon and Related Acts

This session is perfect if you are a new staff person responsible for federal contract or subcontract compliance, or you have been in your role for a while and need a refresher course. This webinar will provide you with a basic overview to help you understand the requirements of the Davis-Bacon and Related Acts coverage in a contractor-friendly manner.

This session will perform a deeper dive into the intricacies and complex challenges of the laws. This webinar will provide attendees with an advanced understanding of the requirements of the Davis-Bacon and Related Acts and provide valuable compliance best practices.

By attending the webinar, participants will be able to:

  • Apply proper worker classifications to real‑world construction scenarios.
  • Implement compliant recordkeeping practices required under DBRA.
  • Apply DBRA rules to apprentices and trainee programs on the jobsite.
  • Examine particularly problematic areas of DBRA compliance to determine where contractors are most vulnerable.
  • Assess contractor practices for DBRA compliance and identify gaps that could lead to penalties, back wages, or debarment.

Webinar Three: DBRA Wage Determinations and Conformances
Tuesday, March 17, 2026 | 2:00 PM – 3:00 PM (EST)

This session will provide attendees with an advanced understanding of the requirements of the Davis-Bacon and Related Acts, such as interpreting wage determinations, handling multiple wage determinations based on type, project, or location, determining correct job classification, what to do if a classification is missing, advanced fringe benefit issues, dealing with apprentices, and handling jurisdictional disputes.

By attending the webinar, participants will be able to:

  • Interpret wage determinations and apply them correctly to project payrolls.
  • Analyze wage determinations to identify key requirements, limitations, and potential compliance risks.
  • Differentiate between correct and incorrect job classifications in complex or ambiguous situations.
  • Use the federal conformance process to address missing or unclear classifications.
  • Apply the correct job classifications when multiple wage determinations or jurisdictions are involved.
  • Evaluate whether a wage determination warrants a request for reconsideration and justify the basis for such a request.
  • Describe local area practice and its relevance to wage determinations.
  • Define bona fide fringe benefits and recognize proper calculation methods.
